External Validation of Reporitng Systems

In September 2003 Skills & Projects were commissioned to facilitate a policy development and review process involving an advisory group of representatives from the Housing Corporation, National Housing Federation, Audit Commission, Pricewaterhouse Coopers, Robson Rhodes, HouseMark, the Institute of Chartered Accountants of England and Wales, and wider consultation with and feedback from housing associations.

At the end of this process we wrote the framework and guidance for housing associations, published by the Housing Corporation.

In 2005/2006 we conducted a review of the impact which included further consultation with stakeholders and an on-line survey of Housign Associations.

In 2007 we revised the guidelines in line with the Housing Corporation's review of regulation.

Our approach and methodology achieved key stakeholder consensus on the detail of a regulatory framework and associated guidance, and substantial sector wide acceptance of the new regulatory requirement, as confirmed by the sector wide survey.
