Learning and development needs analysis

Most organisations have some form of annual staff appraisal system. Often these also involve some development planning - identifying which training courses staff need to attend to help them do their job better and/or keep them motivated. However, how often can the organisation be sure that the time and money spent on staff training and development really support the bottom line?
